Basically, your parking brake has an electric switch inside that is pulled to ground when the parking brake is on – and hence your parking brake lights come on. When you release the parking brake, it switches again and the light goes out. There'll be a wire that leads to your parking brake and is usually underneath the centre console.
Your radio should have a parking brake wire – probably bright green or purple – that needs to be coected to this wire. Your radio is trying to detect the coection to ground that appears when the parking brake is on. It can't do that, so the radio thinks you're driving.
Of course, having said that, it is entirely possible to coect said wire to the negative wire from the radio – a permanent ground – and thus fool the radio into thinking that the parking brake is permanently on. However, this is of dubious legality so if you do choose this option it's at your own risk.
